There's a multiple issue in these hoods. A part of it stems from broken homes/lack of economic opportunity/not trusting law enforcement.
There is no singular solution:
You have proposed more black businesses. Those entrepreneurial businesses arent going to want to stay in these wretched neighborhoods.
There needs to be black people who can rise into municpal government that enforce intrinsic measures to turn around these hoods into living/thriving spaces.
Grassroots organizations need to work with goverment officals to survey the quality of education and curb high school dropouts.
Incentives should be provided to increase home ownership so people feel anchored/invested in their hoods.
Programs should be established in conjunction with all these churches to clean up these hoods.
Social programs should survey these broken generational broken homes. Tax breaks should be provided to churches who denounce teen pregnancies and educate the spread of STI/AIDS.
Breaking down of the no snitch policy. The hiring of black policemen so that residents can feel at ease.
If people are goong to protest for reparations...this is how this money should be utilize to improve/provide a head start for the centuries in which blacks have been held back not to simply cut them check.
However to achieve the above you need a sizeable population who are on the same page.
Work with governmento wipe clean the criminal records for petty crime and those unjustifiably charged for crimes they didnt commit povided these individuals can show they can integrate into society.
Get venture capiltalists(preferably black) to invest in the black private sector to stimulate entrepreneurship from small to medium businesses.
Churches must provide legitimate reports of what they contribute to the neighborhoods and prove that they are not get rich quick schemes.
Goverment/private business incentives of married black couples who have children.
Incentives with black excelling students in industries where black are underrepresented.
The courting of black colleges/schools of successful/black sponsors.
Organizations that recognise black entrepreneurs that have made their mark or ate marking their mark
