The fix was def in. I cant think of another situation why that play would be called.
The call either came from the seattle management or the nfl. This has to be the worst playcall in sports history.

Pete Carroll has done this before. Nine years ago in the Rose Bowl, needing one yard on fourth-and-1, with Reggie Bush – one of the great running backs in college football history, regardless of how he wound up at USC – on his team, Carroll didn’t give the ball to Bush.

Instead he gave the ball to Vince Young, so the Texas Longhorns became the college football champions for 2005 instead of Carroll’s USC Trojans (or at least until they would’ve had to vacate the title a few years later). Carroll gave away that championship with one awful decision.
