It did and it didn't. The graphics were excellent...the story line was cool too, but I thought the missions laacked any real challenge or anything uniquely "New York." Plus the soundtrack was ass....they had so many options to choose from. The music in GTA as part of the sound track really does make or break the mood of the missions and the character.
True Crime NYC....did an amazing job for example with it's sound track...they had Nas "NYS of Mind", Mobb Deep "Shook Ones", Big Pun "Twinz"...110th St etc....now if they can do it...there was no excuse for GTA4 not to come with some serious bangers.
Overall though, the fact that GTA SA was still the GOAT kind of made it a flop.

every time I start playing as Luis Lopez, I walk out the save house like "who the fukk are all these whiteboys in my hood?" then pop off at em. Then I have to get the fukk out of dodge cuz I made it hot.
The original Beat 102.7 was dope as fukk tho, cuz I was heavy into DatPiff at the time
), but the rail shooting missions were not there and there wasn't too much variety in the area(no desert; forests, mountains like in SA or V).
