"Better" is subjective because they worked under different circumstances.

I'll say this: Pablo probably had wayyyyy more fun than El Chapo. Pablo was more self-destructive and caused a lot of his own problems. If El Chapo was in Pablo's position, we would have never heard of him....and dude would be a billionaire. El Chapo seemed like he just wanted to run drugs and make money. Pablo was too ambitious for his own good.
