Why wouldn't armed robbers/killers shoot Pac knowing that Pac was strapped. It doesn't make sense for them to be on some strict ass rules and said "what ever happens during an armed robbery, don't shoot Pac, even if Pac pulls his hammer, don't shoot him"
And really who is going to take the time to type up a medical report?! Cops lying for him? Media lying for him?
