The Innocent Bystander Effect...also called bystander apathy or the genovese effect.

People will see something bad going down but will avoid it and pretend like nothing's going on to avoid getting caught up in some trouble.

I could me mistaken but I think there's a correlation between the number of people in a setting and the diffused responsibility they all feel when someone needs help. The more people around, the less likely an individual feels responsible.
