It happened more. NYPD in 1971 shot and killed 91 people, and wounded 202 (when NYPD had six shot revolvers.) In 2011 NYPD killed 9 and in 2012 they killed 16. I know that's shootings but overall NYPD was far more brutal in past decades in all aspects than nowadays. (Still getting away with murder though.)
