No, bad CPU and really outdated GPU. You're gonna have to replace everything.

Might as well build yourself one. What you're getting is outdated tech. I'd pass

The Core 2 Quad Q9550 is 8 years old, and the GPU while still capable is 3 years old

that cpu is too old (2008), and you'll need a new mother-board to upgrade it. I get the feeling everything but the gpu is probably pretty old. not a good buy for $250 IMO
