What about the ones that work two jobs (in most cases part time) that still can't make ends meet. Most of the folks that work in retail stores (walmart, target etc) are on welfare. so basically youre for the sterilization of minorities because that's where all of these feelings are towards. The no kid rule doesn't apply to poor whites, only to minorities. Mainly black and Hispanics. Also what is consider well off?

Why not simply have a cut off period for welfare? 2 years max.
