I always assumed because that type of dress is normally reserved for "adults" in way. Media always props such attire as "mature" "Cool" so on and so forth. Add on top of many adults still having the rationale or behavior similar to children in a sense (not meant as an insult) and I'm not surprised at your results. If I don't make sense my bad.
