Major pet peeve of mine. My neighbor has two blue-nose pitbulls and ones a puppy. Keeps them chained to trees day in and day out and the younger one constantly whines. They're pretty much glorified yard ornaments. The owner has no real interaction with them whatsoever other tham throwing them some food. They look pretty expensive too.
