Well when the Japanese artist who created her drew her to look like a white broad and then the property was bought by an American movie company, and the Johannson starred in a profitable action movie last year; well it makes perfect sense to me.
It is more intellectually dishonest to think that there was ever a shot of an Asian actress ever being cast as the lead in a major blockbuster action movie.

the characters in the GITS manga don't look white though.

Many artists do draw their characters to look Asian:
