In your article, it says they were able to increase the framerate to triple the amount using DX12 over DX11 titles.
But if a game wasn't designed to take advantage of DX12, then it wouldn't see the same increase if it was a port

BUT
That the real use will go slightly towards stuff like that (basically to stabilize at 60fps) then the rest of the increased power would go to creating unique ways TO GAME instead of focusing it entirely on graphics like sony stans tend to do

PS4 isn't DX12 compatible
