Young shytty parents that allow or condone this behavior, straight up, along with a police force that isn't doing anything about crime. There aren't any repercussions for teens that ditch school, rob, fight, smoke weed on the SEPTA, beat up women on the SEPTA....Just lawless and nothing but free time to do dumb shyt since there doesn't seem to be a penalty for it...
