Ironically, the abundance of civil rights / civil liberties in America caused it.
All those people have a right to be out there and we have no right to force them into rehab, asylums, psych units unless they volunteer. Obviously none of them will volunteer. The idea that any of these people have any personal agency and that their thoughts matter is the issue in America.
A 3rd world country would've loaded them onto a dump truck and sent them into the countryside by now.
