I’m not sure what it is but black people from philly and Baltimore seem a lot more sociopathic then anywhere else in the country. A nonprofit letting go a kid that terrorized and murdered an innocent old man in the wee hours, instead of using the funds into rebuilding these crumbling schools, so these kids can actually strive for something other than mischief.
