Philly's last two police commissioners before her were black. But the last one resigned after being accused of not handling sexual harassment incidents that was going on within the department, so I'm almost positive her being a woman played a role in them hiring her.

yeah all the experts say it a social issue and policing addresses the issues after they've already manifested while the solution is to prevent the criminal from turning to crime in the first place, they don't want to fix the issue so long as it's predominantly blacks in these prisons. if we could somehow avoid the streets for other means of earning that pay sufficiently enough.
