The impact will be minimal because none of the people that were threatened are in vulnerable positions to begin with. Trump's hate filled rhetoric is a talking point with or without this. His constant fanning the flames of partisan resentment and violence isn't new. The political takeaway from this happening certainly isn't enough to make a major impact if a mass shooting in Vegas that killed 59 people isn't enough to get people to move even one inch on an issue that's not even as partisan as firearms control.
You ascribe too much credit to splash events in the public consciousness in terms of politics and political action. This won't turn up voter count nor would this event have any tangible impact on voter sway in key areas.
To read it as intentional on the dems part, you need to functionally ignore the reality we live in.
