could be. i have imported a few titles throughout the years and have pretty much been able to get through it as long as it is not an RPG. many japanese games put important stuff in english.

most likely not. i think maybe in the old days when games were simpler you might be able to pick up a game that was made for south korea or taiwan and it might have some basic english narration as an option, but today they either devote serious money to interpreting story or they just avoid it altogether.
Translators need to get paid too. If the game is not going internationaI I doubt the studios in Japan would take out of their budget to translate their game for everyone else.
