I don't think white people,for the most part, are out saying "we're gonna make sure these black people don't succeed".
it doesn't have to be "actively", it works passively too, just like the teachers in New York, educating Black and Brown kids, which is a good thing, but also showing up to work one day wearing shirts in support of the police dept who just murdered a Black man, the quality of education might be excellent, but the message their teachers are sending by wearing these shirts is harmful ONLY to Black and brown students. this is only one example.
America is institutionally anti-other, I'm not suggesting that Black people can't succeed in spite of this, but the odds are stacked against Black people.
