TLDR: It’s just to maintain leverage on China for bargaining.


It was a trade war between Trump and Xi and he put Tarrifs on the U.S. so it was a mess at the end of it all. Agriculture got messed up bad over here.

So when Biden took office he inherited a Trade war and had to either maintain, modify, or remove the tariffs. Removing them would’ve smoked us and made trade relations with China weak. So he maintained and modified by just keeping some and changed regulations to make it better for the U.S.
