Nah, caught a wild eevee around 650 or so around level 20. Turned into this

Powered it up once or twice but it hatched north of 1580

Ive seen maybe 3 in the wild. All I get are bulbasaur, followed by squirtle around here.

lol man i guess its just different locations...there is this park by my house that spawns charmanders all day. i see them so much but since they took away pokevision i stopped playing the game. don't know if they are still there

Can someone help me understand the silph road IV ratings because it's a little different from poke assistant ?

With the sliph road calculator I'd say its more of an overall rater and not only an IV calculator. That's why they break down the stats into three different percentages. The +7% from average is how much better yours is compared to the typical I think. Which is why they don't give you the exact values either.
