I don't know too much about how Toronto gets down due to me not being there since I was a kid, but I do know places like Winnipeg and apparently Edmonton do have gangs that exist. Not trying to brag or boss up, but Canada isn't a country without its issues either. Maybe not as bad as the States, but it's a pissing contest at that point. So the mafia thing definitely sounds plausible.
That said, I highly doubt Drake is getting his Suge Knight on in Toronto.
However, not every dangerous individual appears dangerous. Sometimes, they can look like the most innocent and weakest thing on Earth. See, that's how they get you, those ones are the most dangerous. Not saying Drake fits into that category at all, but stranger things have happened.
