slowly falls to the ground and chicks radios "Shots fired."

I'm trying to figure out why he went for his driver door. License and registration? He reached for the door slowly too, no jerky movements. It seems like they either told him to go for it, or he was telling them over and over "This is my vehicle, my license is in my car."
