What happens with Meltzer is I believe he gets information from sources (We can speculate on who they are, but I have ideas), but he likes to play it safe because unless HHH or Vince say it's a "go", it's still not 100% confirmed. Back in the day, WWF never or rarely ever changed plans (There's a few instances like Ted Dibiase was suppose to win the title at WM 4 for example) but now, they do sometimes (though they've been sticking to the script a lot more lately) to fool the "smarks".It'd be funny if Alvarez called him out on the show some day and was like "Can you just admit you don't know shyt?!"

Pretty much, also if something is confirmed it usually goes on the front page. A lot of 'news' gets broken based on what Dave says on the radio when he's speculating or unsure and people use that to say he doesn't know shyt. He can only go on what he's told and for such an insular business he does a hell of a job to get what he does.
