If you living in a first world country & if you got all your documents. It's definitely a choice, you got the option to go back to school, learn a trade, start a business etc
Poverty is the result of undereducated people who have little to no examples of what it takes to get out of their situation. They don't have the skills or willpower, or families to pull themselves up. The few that do make it tend to be exceptional or who had parents or parent that sacrificed everything to give them the chance to get out. Its so much easier to just scrape by and enjoy the little victories that come your way. Look at these immigrants that come over poor as hell, their families band together and scrape by till they can start a business and then they all work at the business and make money. They do whatever it takes to save a dollar and don't worry about a big house and fancy car. They will sleep 8 to a 2 br home to make it. Once the business is solid, the next one up starts a business. 40 years later they have multiple businesses and all are living good.
All it takes is one bad car accident, disease, layoff, mental breakdown, etc and that choice will be made for you by god himself. Godforbid multiple of those things happen to you at the same time. This is true for the vast majority of people in America.
