There is no safe way to do it except for like a cherry picker or scissor lift or maybe one of those mini cranes
But, don't do what he did.
Dismantle the scaffolding/tower and get a longer ladder.
At worst have somebody hold the ladder base, that's the bare minimum that won't do much anyway, anything less is suicidal.
