WSJ Confirms: Trump-Appointed Venezuela Coup Leader Plans Neoliberal Capitalist Shock Therapy

Venezuela’s US-appointed coup leader Juan Guaidó plans to privatize state assets and give foreign corporations access to oil, the Wall Street Journal admitted.

The Wall Street Journal reported that Venezuela’s US-appointed coup leader Juan Guaidó has already drafted plans for “opening up Venezuela’s vast oil sector to private investment” and “privatizing assets held by state enterprises.”

The report confirms what The Grayzone previously reported.

“Juan Guaidó, recognized by Washington as the rightful leader, said he would sell state assets and invite private investment in the energy industry,” read the Wall Street Journal’s January 31 article.

The paper noted that Guaidó plans “to reverse President Nicolás Maduro’s economic polices,” explaining:

“Mr. Guaidó said his plan called for seeking financial aide from multilateral organizations, tapping bilateral loans, restructuring debtand opening up Venezuela’s vast oil sector to private investment. It includes privatizing assets held by state enterprises … He also said he’d end wasteful state subsidies and take steps to revive the private sector.”

In other words, Guaidó plans to implement the neoliberal capitalist shock therapy that Washington has imposed on the region for decades.

Using funding from US-dominated international financial institutions like the International Monetary Fund (IMF), the Venezuelan coup leader seeks to adopt an aggressive “structural adjustment” program, enacting the kinds of economic policies that have led to the preventable deaths of millions of people and an explosion of poverty and inequality in the years following capitalist restoration in the former Soviet Union.

In a speech, Juan Guaidó even echoed rhetoric that is popular among US conservatives: “Here, no one wants to be given anything.”

It is clear that the coup leader’s priorities reflect those of Venezuela’s capitalist oligarchs and right-wing politicians in the United States. Economic liberalization is the Venezuelan opposition’s first and most important goal; democracy is just a pretense.

The Caribbean Community (CARICOM) nations’ position on the situation in Venezuela became clearer over the past weekend—and it’s anything but unified. Allegiances didn’t necessarily align, however, with those expressed in the Organization of American States (OAS) resolution on January 10 that sought to declare the second term of Nicolás Maduro’s presidency illegitimate.

In the January 10 vote, five nations supported the OAS line, three voted against it, and five abstained.


On the night of January 24, 12 out of the 15 CARICOM member states signed on to a collective statement reaffirming the CARICOM guiding principle of “non-intervention and non-interference” in the affairs of sovereign nations. The signatories include Jamaica and St. Lucia, who reversed the positions they had taken in favour of the OAS resolution on January 10.

Guyana, which shares a disputed border with Venezuela, had issued its own statement earlier on January 24, taking a less categorical stance, but supporting “calls made at both the regional and international levels for immediate dialogue involving all political and social actors, with a view to the preservation of the democratic process and a return to normalcy.”

Haiti, on the other hand, has recognised Juan Guaidó as Venezuela's interim president, and so has the Bahamas. Both nations had voted in favour of the OAS declaration.

Some Caribbean leaders have directly condemned the United States’ support of Guaidó. Talking to the Miami Herald, Gaston Brown, prime minister of Antigua and Barbuda, called it “a brazen regime change” and “an affront to democracy within the hemisphere.” St. Vincent and the Grenadines’ prime minister Ralph Gonsalves accused the US of “carrying out a coup d’état.”

In Trinidad and Tobago, Prime Minister Keith Rowley and other politicians bristled at a statement released by the US ambassador criticising the country for “recognising the undemocratic and illegitimate government of Nicolás Maduro.”

On Monday, January 28, a delegation of CARICOM leaders including the prime ministers and foreign ministers of Trinidad and Tobago, Barbados, St. Kitts and Nevis and Grenada met in New York with United Nations Secretary-General Antonio Guterres.

Also on Monday, Maduro reportedly told members of the diplomatic corps that he had spoken to CARICOM leaders and was “open to mediation talks in ‘Trinidad and Tobago or wherever’ with the Venezuelan opposition”.

A zone of peace
CARICOM’s position is clearly influenced by concern about the possibility of external military intervention in the Venezuelan crisis. Donald Trump has warned that “all options are on the table”. Venezuela’s military is reportedly in talks with Guaidó, but so far has stood with Maduro, and the arrival of nuclear-capable Russian bomber jets in Venezuelan territory was reported in December. The latter is of special concern to Guyana, whose border dispute with Venezuela has intensified since the discovery of oil in Guyanese territory in 2015.

In the January 24 statement, CARICOM leaders invoked “Article 2 (4) of the United Nations Charter which calls for Member States to refrain from the threat or the use of force.” They also called on “external forces” to “refrain from doing anything to destabilise the situation and (…) to avoid actions which would escalate an already explosive situation to the detriment of the people of the Bolivarian Republic of Venezuela and which could have far-reaching negative consequences for the wider region.”

The statement also emphasised “the importance of the Caribbean remaining a Zone of Peace,” invoking an idea first advanced by Maurice Bishop, who came to power in Grenada in a revolution that toppled the government of Eric Gairy in 1979. In an address to the General Assembly a few months after taking power, Bishop said:

“We join with our sister Caribbean nations in re-emphasising our determination to preserve the Caribbean as a zone of peace, free from military intimidation. We demand the right to build our own processes in our own way, free from outside interference, free from bullying and free from the use or threat of force.”

In Nobody’s Backyard”, another of Bishop's well-known speeches, attacked the persistence of US president Theodore Roosevelt's characterisation of Latin America and the Caribbean as Washington’s “backyard.” Bishop’s overthrow and subsequent execution by a faction of his own People’s Revolutionary Government sparked the United States’ invasion of the island in 1983.

The Community of Latin American and Caribbean States (CELAC), a regional bloc formed in 2011 to promote self-definition outside of the influence of Washington, formally proclaimed the Caribbean region a zone of peace in 2014.



The idea has also been invoked in the last couple of years by Caribbean politicians such as Guyana's president David Granger and the country's prime minister Moses Nagamootoo. Antigua and Barbuda's prime minister Gaston Browne used the phrasein December 2018 in response to the reported arrival of Russian bomber jets in Venezuela:

“This hemisphere must remain a zone of peace,” Browne said in a radio interview. “We abhor any conflict or military provocation that could lead to warfare, destabilise our region and bring harm to innocent civilians.”

African Union Supports Maduro Amid Political Crisis - Venezuelan FM

BUENOS AIRES (Sputnik) - The Venezuelan Foreign Ministry said that the African Union had expressed its support for President Nicolas Maduro amid the escalating political crisis in the country.

"Deputy Chairperson of the African Union, Thomas Kwesi Quartey, has sent a message of solidarity with the people of Venezuela and of support for constitutional president Nicolas Maduro," the ministry wrote on Twitter on Wednesday.

The message had been handed over to the Venezuelan authorities through the country's ambassador to Ethiopia, the ministry added.


Earlier in the day, Uruguay's Foreign Ministry issued a statement on the upcoming international conference on the current political crisis in Venezuela, which is to take place in Montevideo on 7 February. The initiative was suggested by Uruguay and Mexico.

Later Mexican President Andres Manuel Lopez Obrador called for a dialogue between the sides to the Venezuelan crisis without setting any conditions.

"We and the Spanish government share the call for dialogue between the [Venezuelan] sides. I believe that we have agreed that we can engage in this [process] if it is necessary in order to make both sides of the conflict sit down and maintain dialogue without any conditions," Obrador told reporters after his meeting with Spanish Prime Minister Pedro Sanchez on Wednesday.




Last Monday, mass protests erupted across Venezuela and on 23 January, Guaido declared himself the country's interim president. The UK, Germany, France, and Spain declared on Saturday their intention to recognise Juan Guaido as the country's interim president if Caracas does not announce snap presidential elections within eight days.


In turn, Russia, Cuba, China, Turkey and Iran have given Maduro's government full support, with Maduro himself calling Venezuela "the victim of a US conspiracy", referring to US Vice President Mike Pence promising Guaido "full American support" the day before he declared himself Venezuela's new head of state. Maduro also stressed that Venezuela had held legitimate elections and urged European countries to withdraw their demand.

Rome has effectively derailed an EU statement meant to recognize Juan Guaido as Venezuela’s interim leader if President Nicolas Maduro fails to set up snap elections, a Five Star Movement source confirmed to RT.

Italy announced the veto at an informal meeting of EU foreign ministers that started on January 31 in Romania, the source said. The statement, which was supposed to be delivered by EU foreign affairs chief Federica Mogherini recognized Guaido as interim president if snap elections were not held.

The European Parliament is the first European body to recognize Guaido “as the only legitimate interim president of the country until new free, transparent and credible presidential elections can be called in order to restore democracy.”

The parliament urged the EU to follow suit but the effort stalled due to internal discord. A range of European nations have separately recognized the opposition chief as Venezuela’s acting president, including the UK, France, Sweden, Spain, and Austria.

The US announced that it is backing the new interim leader and pledged their full support immediately after what has been labeled “a coup” by officials in Caracas. However Russia, China, Turkey and Iran said they see Maduro as the only legitimate leader, warning against meddling in Venezuela’s domestic affairs.

Maduro himself rejected the EU ultimatum but promised to push for political reform. He suggested that parliamentary elections be held earlier than 2020, arguing that the National Assembly – a legislative body dominated by the opposition and headed by Guaido – needs to be “re-legitimized.”

Following the announcement, Venezuela witnessed massive rallies, both for and against Maduro. Some of the country’s high-ranking officials, including a defense attaché in the US, voiced their support for Guaido, but the majority remained loyal to Maduro, including the army.

Political turmoil escalated in Venezuela after a plummeting economy led to skyrocketing prices, and management flaws left most of its population in poverty.

Venezuela Seizes ‘US Weapons Shipment’ as Trump Vows to Support ‘Noble Quest for Freedom’

Donald Trump has expressed full support for the Venezuelan opposition to oust President Nicolas Maduro from power, just as the country’s authorities announced they’d seized a cache of weapons, allegedly delivered from the US.

The US-made weapons were discovered at the storage yard of Arturo Michelena International Airport in the Venezuelan city of Valencia, the Interior Ministry said Tuesday. The stash included at least 19 rifles and 118 magazines, high-caliber ammunition, as well as 90 radios and six mobile phones – and was likely sent from Miami, Florida on Sunday, authorities believe. An investigation to determine the intended recipient of the shipment has been launched.






While the US never ruled out a military option to support Juan Guaidó’s claim to power, so far Washington has called for a peaceful transition of power in the Latin American country.

“We stand with the Venezuelan people in their noble quest for freedom,”Donald Trump reiterated during his State of the Union Address on Tuesday, offering full support for the Venezuelan opposition and the leader of the National Assembly.




“We condemn the brutality of Maduro regime,” Trump added blaming Caracas, and socialism in general, for the economic downfall of the country strangled by US sanctions.

The opposition leader proclaimed himself interim president on January 23. In a matter of days, Guaidó received full support from Washington, as well as many of the EU and Latin American countries. Following the announcement, Venezuela witnessed massive rallies, both for and against Maduro.

The Venezuelan government slammed the move as “a coup attempt” and warned against any international meddling or potential military action. Despite the opposition and even US officials urging Venezuelan officers and soldiers to defect, the army has so far mostly maintained its loyalty to the elected government, while President Maduro has repeatedly stressed that Venezuela will defend its sovereignty at any cost.

Yes, as @JacksonDiehl says, the US hasn't staged a full-fledged invasion in Latin America in 30 years. So what? 24 years passed between our invasions of the Dominican Republic & Panama. In between we intervened in Bolivia, Guatemala, El Salvador, Chile, Nicaragua, Honduras, etc.
