What part of all entitlements is not understood here, what is the issue with corporate and personal being used?
The second part literally states private charity should be used instead of entitlements.
I don't really know how you can claim this is hard to decipher, its about as clear as can be.

All meaning everything, complete, the whole
corporate being business or corporation/enterprise
personal being private individual/family
entitlements being "government program that provides individuals or corporations with financial benefits whenever they meet eligibility conditions that are specified by the standing law that authorizes the program."

So I am against all entitlements, corporate and personal entitlements.
