They aren't moving GTA V to PS4.
I could see MGS being moved up since it probably wouldn't be released until 2014 anyway.

There hasn't been any official news on anything next gen yet. Everything thus far we've been talking about is rumors from "inside sources" and the likes. Feb 20th we may get a glimpse into the future of Playstation hopefully with teasers for a few games.
