It's not really about them being the same speed. You want both to be fast as possible.
Each button press has to go from your vita to the ps4 it gets processed and then back to your vita. That's a long way to go and any hiccup in performance means your game is stuttering or pausing alltogether.
Think about the wifi in most coffee shops. You have a tendancy to loose the connection or the speeds aren't consistent, or when other people are using it your bandwidth is gonna take a severe hit. When searching the web it's not a big deal because you are just waiting for pages to load, but in the middle of a game, you need it to be perfect. You also need the Internet at your home to be free. No one else can be using it while you game. Even the weather matters
Basically you'd need absolute perfect conditions, and even then it won't be lag free.
You know what..... this is a well thought out and solid response. Now, good point...its not about them being same speed. But here is what I am saying. Obviously, if you are at the coffee shop then its not going to be using the same wifi as your PS4. That being said, there must be some type of hub that connects your vita to your PS4 back at home. Now, if you connect with solid speed(I actually get fairly fast wifi speed at some spots around town) then theoretically it should work.

that piffstation just wont stop. 4 for the ps4, 2 for the vita.
