Jay Z was already mainstream when he got with Beyonce. Beyonce did not make Jay Z mainstream. There wasn't nobody that knew who Beyonce was that didn't know who Jay was. In fact, Beyonce isn't the Beyonce the icon we know today until about the close of the '00's (about the time "Single Ladies" dropped).

Puff Daddy being the bigger star at the time he was J. Lo is arguable. Puff Daddy wasn't Hollywood in 1999 while J. Lo was. On the same token, to the music world J. Lo wasn't that popular outside of portraying Selena.
