German chancellor Angela Merkel and French President François Hollande will hold face-to-face talks with Russia’s Vladimir Putin in Moscow on Friday evening in a bold attempt to break the diplomatic deadlock over Ukraine.
A senior EU official suggested the initiative was prompted in part by concerns that momentum in Washington was shifting towards supplying defensive weapons such as anti-tank missiles to Ukraine — a move both Ms Merkel and Mr Hollande oppose.
The German and French leaders flew to Kiev on Thursday to discuss the new plan with Petro Poroshenko, Ukraine’s president, before heading to Russia. The talks came hours after Mr Poroshenko met John Kerry, the US secretary of state, in the Ukrainian capital.
Pavlo Klimkin, the Ukrainian foreign minister, said the leaders discussed “steps so that the Minsk agreement can start working,” a reference to the agreement signed last September to end the fighting that has effectively broken down.
Ms Merkel and Mr Hollande’s five-hour meeting with Mr Poroshenko ended late on Thursday night; they left the presidential office without commenting and then flew to Berlin.
The two leaders’ plan is understood to be based on the Minsk accord, including a ceasefire and steps to allow Ukraine to resecure its border with Russia. There would also be decentralisation of powers to rebel-held regions of Donetsk and Lugansk in eastern Ukraine, but the country’s territorial integrity would be respected.
Berlin hopes a ceasefire agreement could mark the start of a broader political process — as originally envisaged after the Minsk deal.
The new diplomatic push reflects growing transatlantic alarm that an upsurge in fighting between Russian-backed separatists and Ukrainian forces in the country’s east could take the conflict in a dangerous new direction.
Diplomatic talk in Paris and Berlin was that both capitals were deeply concerned that the recent “dramatic” worsening of fighting on the ground could further increase the threat to European security.
Ukraine’s economic woes also worsened on Thursday when its currency, the hryvnia, plunged 30 per cent to a record low against the dollar. The fall came after Ukraine’s central bank abandoned its attempts to keep the currency afloat.
The hryvnia held steady on Friday with a US dollar fetching 24.35 hryvnia at the start of the session.

What would France and Germany gain by leaving NATO? A wildcard neighbor that has attacked and occupied several countries, is un-democratic, poor human rights record, and has a terrible economy that is nearly nonexistent. The general public wouldn't stand for it.
