That's a technicality, based on there not being that many black people in Russia...there is a history of racism against other races.

That was actually a big reason why the government passed the civil rights act.

They were willing to let this country burn to the ground if no one was watching. The civil rights movement leveraged children getting savagely beat in the streets by cacs to ruin the US reputation on the global stage during the Cold War.
