That was actually a big reason why the government passed the civil rights act.
They were willing to let this country burn to the ground if no one was watching. The civil rights movement leveraged children getting savagely beat in the streets by cacs to ruin the US reputation on the global stage during the Cold War.

Moreso this was around the time of globalism and the US wanted to expand in certain regions to “curb communism” and was in completion with the Russians, its reputation depended heavily on the “happy to lucky democracy” image it pained on the foreign diplomacy side
They essentially painted the US as some cookie cutter white suburban and industrial paradise with zero problems to the rest of the world.
