PWI is a kayfabe mag, they base these lists on stuff like W/L records, title wins, accomplishments, etc. I think they run from year to year, so like July to July I think is the period. But even then, how the fukk do you get Barrett at #20? This dude eats L's like nobodies business yet he's #20 in the world?

Even if he won KOTR that doesn't somehow make the entire year or so before void or something. These lists get weirder as the years go by.
