Calipers aren't the best method but it's better than straight BMI.
BMI is a crude measurement and doesn't take into account fat distribution. Black women generally carry more fat in their thighs and buttocks regions which is healthier than carrying fat predominantly in the abdomen. That's why a woman with big thighs and a fat ass looks more attractive than the apple shaped ones.
So part of what Queen Latifah and the article writer are saying is true
But one part was so off base I'll have to address it:

no doctor is diagnosing hypertension or diabetes based off of a BMI. Hypertension is based off your blood pressure numbers which don't take into account your height or weight,and diabetes is diagnosed by laboratory data.
