I think it's because their rules are there to preserve the power of their race. It's a life vs death thing. They give up their power and everything crumbles. You wouldn't quit your job when it's paying for your home, feeding your family, etc. and it's good money.

Hip-hop is an art and therefore entertainment. It's not so much life or death so people take it more for granted. It's easier to bend and break the laws when your life isn't on the line.

You break a government law and you are physically punished.
