Not true. Her estate IS owned by her mother and brother Rashad but that doesn't include any rights to her music. Barry Hankerson, the uncle who served her up on platter, owns Aaliyah's music from her 2nd album on. They wouldn't have had any power to say yes or no.

Her mother Diane and Barry are and have been estranged for years. Her and Rashad had wanted her music available for sale and streaming for a decade plus but it didn't happen until Barry wanted to relaunch flaw ass Background with new(and mediocre) artists.
