As @-DMP- said, the only people still doing numbers are people like Adele and Taylor Swift and they're making that money off baby boomers and older folks who still prefer CDs and maybe MP3s compared to using one of those fancy programs the youngsters are using like spotify.

Also, it may be simply that the label and R. Kelly failed to generated interest in the album or there wasn't any hot singles that anyone was feeling.
