The underlying question is how many unfortunate Caucasians are on the high end of the anti social spectrum.

Racism is just another symptom of that underlying issue.

Number lies there. Unfortunately they are a people with a brutal history.

Someone on sohh or elsewhere on the internet explained how someone cant be racist but institutions and systems/structures can be which makes perfect sense. Someone can be prejudiced/biased though. I dont think someone alone prejudices have the power to impact someone positively and negatively unless its backed by a system or institution.
