When they say "sampling is an art" this is what they mean

The original music is unrecognizable. Nothing against loops either, but there's an actual craft to making music with obscure chops like this

Also correct me if I'm wrong, but aren't samples under 2 seconds not enforced under copyright law? There's not much of a case here and I could see this falling under a fair-use clause like a lot of the old RZA and Premier stuff. The original music is so completely different than what was made of it

It's up to the copyright holder to pursue it. Sometimes they don't know it's been sampled until someone snitches. Other times they might not think it's worth pursuing through the courts if the record is small and they just do an out of court settlement. With streaming services they might just get it removed.
