I think it's more because Kroenke, the Rams' owner, doesn't care about the team winning. He only cares about money which is why he moved to LA in the first place. Fisher has shown he can fail in all kinds of ways---trading up, trading down,

Draft picks are only as valuable as your GM... A shytty GM with a bunch of picks doesn't mean much.

The law of averages dictates that even poor GMs can hit on great players when they have high enough picks. A monkey could hit on one or two Pro Bowlers given 2 first rounders, 2 second rounders and a 3rd rounder.
