For some of the horses, this is the only way their owners could care for them (they make good money via film/tv). Having been on a set where horses have been used, I can assure you they take every precaution to make sure the horses are comfortable. Usually there is a main horse, then a back-up, then a third that never really gets used. These horses spend most of their time being ridden by seasoned riders as well.
