It's about the position on the card. The WWE audience is conditioned to watch the opening, 9'oclock hour, 10'clock hour and the overrun. Basically, these numbers don't mean anything beyond who is receiving the air time and in what placement. the USOs, for example, were often in tag matches in shytty timeslots. The casual viewer knows its a "whatever" tag match and will switch over to football, etc.. instead. If the Usos are all of a sudden in matches that open up the show, their numbers look far different.
