I think it's safe to say that just before Finn's reign as champion, NXT just stopped developing characters and focused on NXT as a third brand instead. It's fukking crazy, they got BO DALLAS over as a heel, but they're struggling to give guys like Balor, Nakamura and Almas actual characters beyond their entrances
