Understand the source of the problem... the hair and the skin.
For those with curly hair, razor bumps happen when the hair either curls back into the skin OR the hair is unable to get through the skin and thus curls underneath, either of these cause the 'razor bumps'. This is why it takes 24-48 hours before you start to see and feel the razor bumps as the hair needs time to grow.
If you already have razor bumps, you need to get the hair from out of the skin. Get some GOOD high quality tweezers, a bright light, some paper towels and some witch hazel/alcohol/tend skin (any of them). Hopefully you have a cool significant other that will help you out as it can be difficult to see the hair to pick out.
I found tend skin to be the best for if you already have razor bumps, no bump stopper 2 also is good. Once you have had a few days and things are clearing up then you can start to find a process that works for you.
Exfoliate. Clean. Prep. Shave. Aftercare.
Exfoliate.
I do this in the shower. Get all that dead skin gone, this will make it easier for a proper shave AND easier for the hair to come through and thus less razor bumps. Go to Amazon and search 'exfoliate razor bumps' there is plenty of options.
Clean.
Get a good facewash, use it. Again go to amazon, search 'razor bump face wash' you want something that is not harsh (sensative skin) and wont dry out your skin.
You can also get an exfoliating facewash for a two-in-one.
Prep.
Take a hot shower. The heat will open the pores making it easier for the hair to free itself.
Once out of the shower I get a towel as hot as I can stand and wrap it around my face while I get the shaving ready.
Shave.
The razor you chose is going to make or break your situation here. Normal multi blade cartridges (mach 3, fusion, etc) are not for black people. Multi blade razors lift the hair so that it is able to CUT BELOW THE HAIR LINE, this is setting you up
Spend some money and buy a Double edge safety razor. It uses a single sharp blade to cut the hair, once you get the technique down your face will be smooth. If you haven't used one, watch a few youtube videos BEFORE shaving with one, it's not that hard or scary, just remember not to apply pressure, let the razor do the work.
There are also bump fighter razors, which are probably fine, they have a guard on them so they don't shave as close, but the DE razor is going to be cheaper in the long run as a good DE handle is $20-$150 (they go up a lot more than that) and the blades are about $0.13 each AND you get a few shaves per blade. I like the personna comfort coated.
I go a bit overboard with the next parts but this has worked for me:
Apply secret shave oil (or any other shave oil). Then apply Cremo cooling shave cream.
Shave WITH the grain of your hair and face. I do once pass, just know the more passes you do, the higher the chances of razor irritation and razor bumps. Water rinse.
Then take some witch hazel from the fridge and apply. This makes the witch hazel cold which will close up the pores now that you are done.
Apply moisturizer of some sort (that wont clog your pores). Bevel, magic shave, Nivea, Neutrogena all have one. You can search mens face moisturizer. You want your skin soft enough that the hair can come through as it should.
I will apply either Tend Skin and/or bump stopper 2 as needed or nightly there after.
There you have it, I probably over do it... but all it takes is one or two good Crunch razor neck sessions

and you will do whatever it takes to do it right going forward.
If in a rush or you don't care about a close shave, an electric will work without all the above steps, just make sure that you use a sanitizing spray or some alcohol on the clippers every once in a while.
TL;dr
If you have thick and/or curly hair, it's going to take more than some water and a 5+ cartridge razor.
