Does anybody else suspect state governments in the contiguous United States do this shyt all the time and Puerto Rico government was targeted or suffered from not having the same proximity to whiteness as contiguous US states

Perhaps I'm missing something, but I'm unclear why this is even illegal. If I occupied an administrative role in government and needed to contract a company to work on a project, I'd reach out to friends who're in that particular industry and send business their way.

Happens regularly, but Puerto Rico's corruption makes states like Illinois and New York look like amateurs. Neglect and corruption caused their power grid to fail at the rate it did post hurricane and contributed to the lives lost. Much of the food and water that was delivered to the island was never distributed. Who knows how much of the taxpayer relief money actually got used for services and rebuilding.

It’s illegal because it doesn’t adhere to fair business practices by showing particular favor to one group. When you’re a government official, non bias is very important.

Frankly, by doing business the way you’re suggesting, is what creates all these pockets of wealth that no one but special groups have access to
