Uh there was plenty and still are plenty of folk living in poor communities that simply weren't afforded opportunities and tbh a lot of neighborhoods, I don't know THAT much about Watts but a lot of neighborhoods were not really that bad off (outside of lack of opportunity) until the crack trade took over.

Bruh my dad tried for years to get my grandma to move out of Bellevue in Macon GA. She just didn't want to go. My pops had the money but old folks just ain't trying to relocate alot of the time.
