What do you mean expand the map? Blackwater DLC would just be playing the game like it's the epilogue but just with the gang. After the heist shootout the game could just end with a cutscene. RDR3 is probably going to move in a completely different direction.
What you're proposing is very unlike Rockstar. they make full game dlcs not"play 1 mission explaining the events and getting booted to the menu". Rockstar goes hard with DLCs when they decide to do them.
Have you read Arthur's journal? Arthur & Hosea were in the middle of a big scam that was going to lead to some big money, but Micah convincing Dutch to do the heist early which fukked everything up. There's plenty of things that they could put in there that leads up to the heist. That's my point about the Blackwater DLC, they could show how the gang found Lenny, Jenny, Micah, the Callander boys etc.
